Hairolnisah’s main areas of practice are in the corporate and commercial field.

Hairolnisah has undertaken various works relating to privatisation, project financing and other general corporate matters, including construction, joint ventures and corporate restructuring exercises. She has also been involved in the issuance of private debt securities and Sukuk. Outside the country, Hairolnisah has represented several local development banks in their financing exercises in the Philippines, Turkmenistan, Vietnam, Cambodia and the Republic of Maldives.

In the area of privatisation, Hairolnisah has been extensively involved in various projects in Malaysia, including privatisation of toll roads, provision of water and wastewater services and other projects undertaken based on a Private Finance Initiative concept.

In respect of water and the wastewater industry, Hairol was extensively involved in the privatisation of water and wastewater services in one of the states in Malaysia and played a key role in the drafting and negotiation of the principal agreement with the State Government and other related agreements. She also played a key role in the migration of water services in that state to the licensing regime in 2009. Other than this, she has also been involved in undertaking studies on legal matters, including providing advisory work on regulatory issues relating to the water industry in several other states in Malaysia. Her toll road privatisation experience includes drafting, advising on and negotiating concession agreements and/or supplemental agreements for several major expressways in Malaysia. Other work in which she was involved includes the privatisation of the Automated Enforcement System (AES) based on the Build, Own, Operate and Transfer model in Malaysia, the development of a campus building for a university in Malaysia, the development of a teaching hospital, and the development of complexes and buildings in various parts of the country.
