Projects Energy & Infrastructure

Our projects energy and infrastructure team has advised on some of the largest and most sophisticated projects, including those undertaken by the government or transacted in the field of public-private sector partnerships, which include the following significant transactions:

  • the 350km Kuala Lumpur-Singapore High Speed Rail Project (presently suspended until 31 May 2020);a foreign joint venture on the Ipoh – Rawang Double Track Rail electrification project for the Electric Train Service (ETS);
  • advising an Independent Power Producer on various project aspects of a 50MW large scale solar photovoltaic plant in Peninsular Malaysia, including the engineering, procurement and construction contract, the power purchase agreement, land lease agreement, and project financing;
  • the divestment of the Kapar Power Station, the largest multi fuel integrated generating facility of 2420MW (involving multiple generating facilities and multi fuel capability, and which was the pioneering coal plant) to a special purpose vehicle, with a transaction value of MYR4.2 billion, the largest transaction when launched; and
  • the proposed delivery of electrical energy and telecommunications from the Bakun Hydroelectric Project in the state of Sarawak to Peninsular Malaysia by using the high voltage undersea submarine power cables and related facilities.

Further, our firm has acted as lead counsel in negotiating, drafting and finalizing contact documentation for the following significant Malaysian projects:

  • the MYR 36 billion 141km Klang Valley Mass Rapid Transit Project (2013-14);
  • the MYR 15 billion 2400MW Bakun Hydroelectric Dam (1996-7);
  • the MYR 7 billion Coal-Fired 2100 MW Tenaga Nasional Berhad Janamanjung Independent Power Project (2000);
  • the MYR 6 billion North-South Highway (1993-6);
  • the 48,000 Refrigeration Ton Central Cooling System for the Tun Razak Exchange (2015); and
  • the 15,000 Refrigeration Ton District Cooling Plant for the Kuala Lumpur International Airport 2 (2014).

In addition to the above, we have also advised on projects located in Australia, Africa, Indochina, the Indian Subcontinent and Southeast/Central Asia.
