Kewin’s practice is focused on the structuring, negotiation and drafting of agreements for various infrastructure projects which include coal-fired, gas-fired and solar photovoltaic power plants, district cooling co-generation plants, district cooling plants, waste heat recovery power plants, waste-to-energy projects, rail projects and highway construction projects.
He has advised on, negotiated and successfully closed project agreements for one of Malaysia’s largest solar independent power producers and for a ‘brownfield’ project in respect of a district cooling co-generation plant at KLIA. In these transactions, he was involved in finalising primary project agreements including concession agreement, solar power purchase agreement (“SPPA”), engineering, procurement and construction contracts (“EPCC”), operations and maintenance agreements (“OMA”) and the various agreements that are specific to each such projects.
He also has worked with government-linked entities including advising Malaysia Programme Office for Power Electricity Reform (“MyPower”) in relation to the reform initiatives under the Malaysia Electricity Supply Industry 2.0.
In the corporate and M&A area, Kewin’s experience includes carrying out due diligence exercise in respect of the acquisition of Murphy’s oil and gas assets in Sabah and Sarawak by Thailand’s PTTEP. He also advised and represented a Japanese conglomerate in relation to the acquisition of assets in a Malaysian medical company and the formation of a new company which includes carrying out due diligence on the Malaysian medical company and reviewed the Medical Device Act 2012, the Medical Device Authority Act 2012 and the Atomic Energy Licensing Act 1984.

- Advising as a legal counsel and actively involved in preparing a report for Malaysia Programme Office for Power Electricity Reform (“MyPower”) in relation to the reform initiatives of the electricity industry in Malaysia.
- Advising as Malaysian counsel in the acquisition of Murphy’s oil and gas assets in Sabah and Sarawak by Thailand’s PTTEP.
- Advising the successful bidder and thereafter the concessionaire for the operation, maintenance and upgrade of an existing District Cooling Co-Generation Plant at KLIA, Sepang, Selangor.
- Advising the successful bidder and thereafter the concessionaire for the operation and maintenance of a District Cooling Plant at KLIA2, Sepang, Selangor.
- Advising the project delivery partner in relation to the Klang Valley Mass Rapid Transit (“KVMRT”) Project for the Sungai Buloh-Kajang Line.
- Advising an independent power producer for a 30 MWac Solar Photovoltaic Power Plant Project in Kedah, Malaysia.
- Advising an independent power producer for a 50 MWac Solar Photovoltaic Power Plant Project in Selangor, Malaysia.
- Advising an engineering, procurement and construction (“EPC”) contractor for a 29 MWac Solar Photovoltaic Power Plant Project in Kedah, Malaysia.
- Advising an engineering, procurement and construction (“EPC”) contractor for a 20 MWac Solar Photovoltaic Power Plant Project in Kedah, Malaysia.
- Advising an independent power producer for a 300 MW Gas Fired Power Plant, Kimanis, Sabah, Malaysia.
- Advising a Japanese multinational conglomerate for an acquisition exercise in relation to a Malaysian company.
